The Decree is aimed at foreign citizens and stateless persons who have made a free choice in favor of a spiritual, cultural, and legal connection with Russia and are capable of integrating organically into Russian society.

According to Decree No. 883, the following criteria apply to those who:

• have achievements in science and technology, manufacturing, sports, creative industries, the cultural and humanitarian sphere, or education;
• have contributed to the development of society, the economy, or to ensuring the defense capability and security of the Russian Federation;
• are highly qualified specialists (HQS).

Step 1. Familiarize yourself with information about Russia and the opportunities for realizing your talent depending on your field of activity.

Step 2. Complete a petition, a brief autobiography (CV), and collect documents confirming your qualifications and compliance with the category (diplomas, certificates, publications, etc.).

Step 3. Submit the package of documents to the program operator for review.

Step 4. Complete an online interview with the program operator, during which you will have the opportunity to present your achievements in more detail.

Step 5. Await the decision on your application. The stated maximum processing time is 125 days.

Step 6. If the decision is positive – congratulations, you are an impatriate! If the decision is negative, you still retain the option to come to Russia through other regimes (highly qualified specialist, tourist, etc.). A repeat application may be submitted no earlier than one year later.

Step 7. If the decision is positive, a personal manager will be assigned to guide you through the next steps (visa appointment, border crossing procedure, housing search, resolution of social and everyday matters).

The status is valid for one year. During this time, the foreign citizen and their family members can take advantage of the following benefits:

• Business multiple-entry visa valid for up to one year. Issued at the foreign missions of the Russian Ministry of Foreign Affairs immediately after obtaining the status.

• Temporary residence permit (TRP, russ.: “РВП“) without quota and without exam. The temporary residence permit is issued without regard to the annual government quota and without the need to prove knowledge of the Russian language, Russian history, or the fundamentals of Russian legislation.

• Permanent residence permit (PRP, russ.: “ВНЖ“) without prior РВП. The permanent residence permit can be obtained directly, bypassing the temporary residence stage. This significantly shortens the overall legalization period.

• Right to work without work permits. Employers are entitled to hire such foreign citizens and their family members without a permit to attract foreign workers. The foreign citizens themselves are entitled to work without an individual work permit – from the moment of filing the application for a РВП or ВНЖ until a decision is made.

• Accelerated processing of applications. РВП and ВНЖ applications submitted in accordance with this decree are processed within one month – compared to the standard 4–6 months.
