On August 15, 2026, Nizhny Novgorod celebrates its 805th anniversary. In eight centuries, it has been a fortress, the capital of a principality, a major trading hub, an industrial city closed to foreign visitors, and, today, a modern Russian metropolis. Yet one thread runs through all those changes: Nizhny Novgorod has always known how to move with the times without losing its own character.
Foreign nationals who received a Russian temporary residence permit under Presidential Decree No. 702 will soon have a clearer path when their current permit approaches expiration.
Under the new rules, eligible applicants will be able to apply for a new temporary residence permit before the existing one expires, rather than waiting until the end of its validity period.
